Do you have a template which would allow a limited number of people to register for an activity?

No we don't have a template but in your form settings you can enable the disable on submission limit option. You will find the setting under "Form Status"

Then you could also mark your payment integration as required. So that there are no submissions that weren't registered and paid for.
