Date and time to be displayed as per local settings

How do I display Date and time as per local settings (Indian standard time - GMT +5.30 hrs) ? 

similar for integration with google sheets where the data is stored.

I am not sure if I have understood your question correctly. Do you want to display submission date time as your local time?
