Hi,
Please I've added
.jotform-form {
background-image: url('http://www.alaanak.com/wp-content/themes/alaanak/img/form-bg.png') !important;
}
as custom CSS to my form, but the image isn't displayed as background, when I use inspect element in my browser to see what's wrong I found it written without (http:); i.e.
background-image: url('//www.alaanak.com/wp-content/themes/alaanak/img/form-bg.png') !important;
If you added http: in inspector, the background will appear
How to solve this problem?

Please try using our Form Designer page where you can change the Form Background and Page Background.
Also, you can try using the Image field. I divided the image you provided into two parts and put it on the top of the form and at the bottom of the form. Here's a screenshot:
