Is the submission allowed in the various pricing packages per month or the total amount?

if i upgrade to a bronze, silver, gold package is the amount of submissions I am able to receive refreshed every month?

Yes, they are refreshed every month.

Those "monthly" limits reset on the 1st day of each month. You can always upgrade or downgrade to different plans depending on your current needs.
