Can you please tell us a bit more about the form and what kind of update you have made?
Normally, if you remove a form field, the related data of that field will also be removed.
If you can send us your form id and let us know about the update you have made on it, we can check it for you.

Hi, the ID is 51720426134850
The form field starts with ISP Objective: Each day, as relevant, using the radio circles, signify the actual prompt level required, overall, to complete tasks. Click refusal if consumer refuses activities. "IND" stands for Independent. "HOH" stands for Hand over Hand. Select N/A if consumer is absent
I have tried to recover the form field and it has come back, but the submission form field has not.

I understand that you were able to recover the form field but not the data of that form field.
I would suggest you to take advantage of our "Revision History" feature to revert back your form to an earlier version. Once the field is reverted, it will display the associated submission data as well.
