Why the users can't upload the files? The error says it's too large.

when potential adopters are filling out our adoption forms a HUGE complaint is that they can’t upload their drivers license because it says it too large or some other error a lot of the time. We set this drill up not to be required because if this issue. But they can’t even delete it and submit without it once they’ve have attempted to upload it. They end up having to refill it out and starting all over. I’ve considered removing the field all together but seems like it’s a technical error.  What do you suggest?

im also still having issues with it asking questions it should be hiding based on their responses. 

Upon checking the form you refer to, I've noticed that your file uploads field do have a limit of 1024Kb per file. Is it acceptable for you to increase that limit?
