Change submission button

    I want the first button SUBMIT NOT to submit the form but have it go to the team captain or manager to fill out then I want

    and only after they have completed page 2 does it get submited.

    I was sure there was a way to do this.

    It's possible to achieve with a page break, the page break buttons will help you moving to the next/previous page without submitting the form.

    It must not only go to the next page but to a different person to complete the 2nd page before it is submitted.

    Ok, you may use the submit button and send the email to the second person, this guide will help you setting up the email notification: https://www.jotform.com/help/213-Send-Submission-Data-via-Post-Method-and-Thank-You-Settings 

    When the first user submits the form the email will be triggered to the second one and he can continue filling out the form. 

    I see this similar to an approval workflow, even if that's not the case you may implement the steps on the following guide, send the email to a second person to complete the form and then send the form back or just leave it when the second person has completed it.
