I would like to know if it is possible to a 2nd person validate the answer in a form, before it is sent to another (final) person.

For example, in the form "Gratificações", it is filled daily by person 1. After submit, it will go a person 2, that validate (or modify) the answer from person 1. Person 2 submit and it is delivered to final person to archive.

Some parts might not be necessary for your purposes, like using the get form page URL widget, but the general approach of using conditional emails along with edit submission links would be the same.
