Are we able to reset the upload limit by deleting older forms that were submitted?

Yes. The upload space can be cleared by deleting the submissions that are uploaded with files. Please note that the deletion of submissions is a permanent action and the deleted submissions cannot be recovered in anyway. If you want to take a backup of the submissions, you may export the submissions from the Data section of your account settings.
