Form over quota

Why are my forms not working?

When I load them up on their own its fine:

On my website there is an ugly and embarrasing over quota icon:

Looking at my budget it shows over quota. I have alot of junk forms but there is less than 25 active forms.  So did it decide which ones it was going to block?  UPDATE: I Have edited and archived all the old forms that were not being used.   It is showing I am under quota but the form still will not show on our website where we are paying to drive traffic too. Please help.
