I would like to make a couple html pages require membership or access authorization. Does Jotform have a from with that functionality?

You can create a membership form in a way that you will collect one's data. However, your form requirement is not possible with Jotform. Our form can be embedded on a website, but you cannot use it to authenticate someone to access a certain or members-only page.
We provide a workaround such as redirecting the form to another page on submit based on a unique data entered in the form. However, this workaround would still expose your page to the public since it can be shared by someone without your knowledge.
If you are interested in this workaround, you can check the guide here: https://www.jotform.com/help/317-Change-Thank-You-Page-URL-Based-on-a-Condition.
You may consider installing CMS like WordPress to do this.
