You can enable Rich Text format in field properties.

Yes, I know this will allow the user to enter rich text. My question is- how can I prepopulate rich text to the field as default prior to the user receiving the form?

Are you referring to the "Default Value" via Advanced tab? You can put your default text there that will prepopulate in your long text entry field.

Yes, but how can I add color, bold, underline, etc. with the default text?

    Thanks!

You may use Custom CSS to set the field's look, however, please note that the CSS will format all the texts within the field. It is not possible to set different styling of a portion only.
