Can a form that has option of payment be submitted without payment?

I need the option for those who want to pay with credit card when they register. For those who would prefer to pay by check, I would like to know if the form can still be submitted without payment info completed? I am unable to test that in preview mode.

Do note that you can only integrate 1 payment processor in your form.

As long as you don't set the payment integration field to be required then you form users may skip and submit the form.

However, I would suggest to Hide/Show your payment field by adding a single field question.
