Online and offline payment

I need to know how to make this form so that they can opt to make a payment in person or make a payment online

I've revise your second condition. You only need to show the Paypal payment field if Paypal is selected. So how it works; when check is selected, the Paypal payment is hidden. When Paypal is hidden, it will not require payment.

If you want the Paypal payment field to remain visible when check is selected, that's possible but that also means check will redirect to Paypal for the payment so its still pointless. I suggest you create 2 separate forms instead. One for check payment using Purchase Order tool and one form that uses Paypal payment.
