Where can I located how many users I can create within my plan and how do I create those users?

Creating users on your account is an option limited to the Enterprise accounts. They get an unlimited number of users.

As an alternative to creating the sub-users, you are able to assign forms to others or to create a collaboration. 

Assigning a form will allow others to fill the assigned forms and view their submissions, and collaborations allow you to create forms with other members.
