How to make multiple submissions from the same user possible

Hello,

I made a form to use internally for graphic design requests (questions about scope of the project, etc.) so one user may submit multiple (but different) submissions of the same form. I tested the form I created with a coworker and he was only able to submit the form once. I have tried to find the setting that would allow him to submit multiple times, but I can't seem to find it. Is this even a setting? Thank you for your help!

The forms have the options "Unique Submissions" and "Unique Question" which will prevent multiple submissions from the same user, but these are not enabled on your form, you can find both under the settings tab while editing your form on the form builder.
