Yes, you can copy the form URL and directly email to the user - https://www.jotform.com/help/401-where-to-find-my-form-url?

If you are sending the form via invitation or assigning the form, then users will need to have a JotForm account to access and fill the form.

Also, if the form is marked as Private, then again the users will need to have an account to access the form.
