I want certain people to have access to edit the content form and the other access to fill out and submit the form.

    I am thinking of using this platform for a volunteer fire department to submit run reports, however, I only want certain people to have access to edit the content form and the other access to fill out and submit the form. How can this be accomplished? Is there away to have different logins for the same form with one paid subscription.

    When you say you want certain people to edit the content form and others access to fill out the form, do you mean to say that you want certain users to be able to edit your form?

    Please note that one account can have only one user. If you set the access setting of your form as "Public Form", any users having the form URL will be able to fill out your form. If you want a few users to be able to edit the form, they need access to your account to edit the form or you need to add them as sub-users in your account and share form but this feature is only available in "Enterprise" plan. Alternatively you can also use "Form Collaboration" to let other user edit your forms. You can also add reports in form to allow access to your form's submissions.     For users to be able to submit form, you need to just ensure that your form access setting is set as "Public Form" and any user will be able to submit your form. Please check the screenshot below on how to set the access setting of form to public:
