Can HIPPA compliant forms be sent via PDF?

I am trying to figure out if your solution will work for us.
We host multiple provides on our site, for which we'll have different forms. We want to ensure that only the appropriate provider will have access to a given form. Can we achieve it by sending form submissions via protected PDF?
