Continue forms later: "You have a draft for this form" appears even after deleting incomplete submissions

This continues to show up on my public form and yet we do not have a draft form to remove -- we did earlier, but it was removed. Why does it continue to do this and how can I stop it from happening? I read other threads and tried both options as shown below, but the error continues to black-out my form.
