Is there a way to separate form maintenance from data access

I would like to be able to maintain the HIPAA Compliant forms (e.g., fields, etc) for my client, but I do not want access to the data that is submitted via the forms. Is that possible?

So, this will allow another person to help you build/modify the form only.

Note: if a form field is deleted., the data that it collected will be deleted too.
