How can I create a form, that I require 3 people to enter information in?

I would like to create a form, that can be partially filled out by one person, then forwarded on (with the information entered kept), to the second person also with the information kept, and then forwarded on to the last person for final review.

How can I make this possible?

Yes it is possible to achieve your requirement.

You can take advantage of a combination of "Conditions", "Auto-responder" and "{edit-link}" features. Here are the steps you should follow:

1. Create a form with three sections in your form. One will be filled by user 1, the second section will be filled by user 2 and the third section will be filled by the user 3 who will do the final review.

2. Add three form collapse in your form before and after the section to be filled by all the three users.

3. Add two text box in your form to ask user 2 & 3 for a pass / access key and based on that only the second and third section of your form will be displayed (please do not use the word password in the text box question label). Check the example screenshot below:

4. Add condition in your form to show / hide the form collapse if the value of the access key matches. The following guide should help you add conditions: https://www.jotform.com/help/57-Smart-Forms-Using-Conditional-Logic

5. Add two notification email alert in your form. One to be sent to the user 2 to complete the section two of the form and the other one to be send to the user 3. Following guides should help you add notification email alert : https://www.jotform.com/help/25-Setting-Up-Email-Notifications

6. In the notification email alert, you should add a {edit_link} which will allow your user 2 & user 3 to be able to edit and complete the rest of the form. Please check the screenshot below on how to add the {edit_link}: 

7. Add condition in your from to check if first section of your form is filled then send the submission notification email to the user  2 email address.

8. Add another condition in your form to see if the second section of the form is filled, then only send the other notification email alert.
