Can I create a form and have multiple users?

Yes this is possible on the JotForm forms.

There are 2 different methods to accomplish this.

Method #1. Before submission of form

Check this user guide https://www.jotform.com/features/save-and-continue/

The trick on this method is to provide the multiple users with the email of the form link that will allow them editing or answering the same form

Here is a demo form http://form.jotform.co/form/32927314628862

If you test submit this demo form, you will see the URL link that the multiple users will be using to allow them to edit or fill in the form.

Method #2. After Submission of form

In this method, the Edit Link can be provided to multiple users to allow them to edit an already submitted form. The edit link will again be provided by email message.
