I did all the steps. But my form still says over quota? Does it work on your end?

Thank you for reaching out to Jotform Support. I have checked your account and the status is Active. No error message on the system. We proceed in recalculating your submission and clearing your cache. Kindly log out and log in to your Jotform account, it should be working by now. Also you must delete submissions in your Trashed Entries folder by following the screencast below:
1. Click on the 3 Dots on your Spreadsheet
2. Scroll down and choose Trashed Entries
That's it. Give it a try and let us know how it goes.
