How to create a multi step approval that will loop back to the first approver?

I am creating a workflow where a claim is assigned to an individual and they need to investigate the incident. During their investigation they may need to get statements for other individuals before they can “Approve”, so that it will move on to the next approver. The next approver will review the investigation and decide to approve, deny or request more information. 

What are my options?
