Unable to set the multistep approval

hi thanks in advance for your help, i am trying to make a workflow where a user sends a repair request (1st form "reporte de falla") then another user sends back the quote for that repair (2nd form "coptizacion") and the first user receives back the information for approval, the process works fine on the first two steps but never receive anything to be approved by any user.
