I have followed your instructions, but I cannot seem to get the form to send confirmation/submission emails to a different email address. I adjust it on the send email dialog, but it only sends to the default email on file.

Do you mean that you have changed your email address in your notification but you are not receiving it?
I checked your form link that you have provided above and found that it appears that you have deleted the default email notification so this would be why you wouldn't receive anything.
Please refer to our email notification guide for further instructions to make sure you are doing this correctly. Also, please note that by default when you create a new email notification that it will be automatically populated by our system with your account email address. To change this you need to change out the recipient in your email notification or notifier. Then to test this more accurately you have to fill in your jotform and submit it to yourself since the test button will only go to the existing one on your account.
