I'm a free user and did not get this email. By accident I saw it on your website today.
Is there a way to lock the price to 9.95 if I need the Premium plan only for a few month/ year so I don't have to pay at all during the month with very little submissions and 9.95 during the month with more than 100 submissions?
This is not really clear to me.
With the new prices I wouldn't have chosen Jotform for my forms.

As mentioned on the previous thread, you did not get an email since you have unsubscribed from the email.
This means that you have opted not to get any promotional emails from us, which this is part of.
Now, unfortunately, the lock in can be there for the duration of your subscription, which means that if the subscription is made, and while it is active, the prices would not be changed, but as soon as you cancel the subscription, or upgrade, new prices apply.
Now prices were officially switched over on 15th of August, to the higher plan, but seems that for some reason this is not still the case, so you have a small window of opportunity to upgrade to any plan that you wish while still being on the current plan.
However, since this change was to be made on 15th (2 days ago), I would not be surprised if it was just switched at some point, so I would advise paying attention to the prices shown (because it would not be possible for us to switch you back to the older plans once the change is active).
Just to confirm, no, it would not be possible to use the plan for few months and then not to use it and have the same prices applied once you start using it again - at that time the new prices will be applied.
