I presume you are using the "Forward" button in the submissions page?
Please note that for "Free" accounts, you are limited to send a total of 20 emails/hour, this limit covers the "Share a form via Email", "Reply", "Forward" and "Test Emails" button, or any email that will come from the form builder.
"Share Form"=>"Email" button.
"Reply" and "Forward" buttons
"Test Emails" button.
To avoid this limit, you can just create an email notification or an autoresponder to send specific submissions to your users.
You can also use your own email client and just forward the notification you received to your users.
