So once a new hire is submitted, if a transfer and/or a termination occurs, all transfer and/or termination will be appended to the same form. Is there a way to do this?

It is possible to return to the submission to edit it. While viewing your submissions:
http://www.jotform.com/help/269-How-to-view-Submissions
Click on the specific submission, then click on "Edit". This will allow you to update the data for that specific submission. As long as there are sufficient fields to capture transfer or termination data in addition to new hire data, you should be able to submit the form once per employee, then update their specific submission when any changes are made.

Yes I know how to do that and it is already in the form. I want each user to only have 1 form that if they transfer they would edit the next section and when they leave they would fill out the last section. So each user would only have 1 form/submission for new hire, transfer, and termination. So I could store for each user in one location. There could be months or years between the submission of each section.

You can allow the users to update their submissions themselves by adding an edit link to the autoresponder email:
https://www.jotform.com/help/40-How-to-Let-Users-Update-Their-Form-Submissions-at-a-Later-Date
As long as they have that link, they will be able to return to their submission at a later date to make updates.
