I would like for the drop down to be my business policy and so that clients can click on the bar and have the policy drop down.
Also How can i email this to clients to fill in?

I have checked your form and I see that you have already placed your business policy under a Form Collapse. To my understanding, you don't want to include the fields on your form in Form Collapse, is that correct?
To achieve that check, please check the screenshot below.
Don't forget to set the visibility of the second Form Collapse to hidden and status to open.
