I have limited my submissions to 100 but need to allow for 4 entries per submission that will count off of the total 100

I am not exactly sure what you are trying to achieve.

When form is submitted, that will count as one submission. I have checked your account and there is only one form that is shared with you. That form dose not have limitations. If you want to limit number of submissions for your form to 100, please check this guide:

    https://www.jotform.com/help/137-How-to-limit-submissions-in-a-form

Or you are referring to Ticket Purchases widget that is added to your form. Do you want to set 100 ticket entries, but allow your users to select 4 tickets. Unfortunately that is not possible to achieve with Ticket Purchases widget. I would suggest you to use Inventory widget instead.

Here is my demo form: https://form.jotform.com/61926715219965

Feel free to test it and clone it

If I did not understood you correctly, please explain in more details about what you are trying to achieve.

Hope this will help. Let us know if you need further assistance.
