I have tried to update the IPN to "enabled" but still no forms?

As far as I can see, the form #60455119937158 is configured to use l**************@yahoo.com PayPal account to receive payments.
If some individual submission ended up in submissions 'Incomplete Payments' you may try to resend the IPN message or complete the submission manually. Please follow the next guide.

An Incomplete Payment means that either the user abandoned their cart when they were redirected to PayPal, or PayPal failed to send us an Instant Payment Notification (IPN) that the payment is made. As my colleague suggested, the following guide describes ways to complete payment submissions:

If you have received payments in your PayPal account for some submissions, but they are still marked as Incomplete Payments in our system, it means that the IPNs for those payments weren't sent to us. You can resend the IPN notifications for such submissions directly from your PayPal account, which is explained under section titled Completing paid submissions on the above linked guide.
We also recommend enabling the IPN setting inside your PayPal account:

Upon re-sending any failed IPNs from within your PayPal account, their corresponding submissions will be automatically marked as completed in our system.
