Email Receipt, how can I add an edit submission link

When we tested our application, the applicant received and email with a copy of their application. When I received a notification about the applicant's submission, the email included the copy of the application submitted and the link to go back and edit the application (See below).

The person who applied did not get that link. Is there a way for us to reverse this?
