Can the form uploaded file be included in the submission email

Can the user filling out a form upload a file and can that file be included in the email to the 40-50 people

Yes. The uploaded file download link will be in the form email as well. 

Please take note that the file will not be attached-- but instead the download link will be available so the user or recipient of the email will be able to download the uploaded file from the email message. The uploaded file can be accessed in the form View submission panel.
