My needs are simple, I need to collect two to three lunch orders per person (or entry) and have them show up in excel or Google Sheets as rows and columns.
Collecting the orders is easy, there are several widgets and features that look great from the orderee perspective: Input Table, Configurable Table and Matrix Dynamique.
My problem is on the output: each entry can have up to four orders in it and I need the resulting list to show each order separately. Each order should have it's own row in the list and each text field its own column.
I am attaching an image of what I would like the output to look like whether I export it to Google Sheets or download it as an excel file.
Which widget or feature would work best for creating the desired output or report? Can I change how the data is exported?

As far as I understood your request, I can say that, unfortunately, we can not adjust the output of submissions in any Excel report that way.
But, I can suggest to download your submissions as PDF report. It can be customized to meet your requirements:
Also there is an option to use a Configurable list widget to collect answers like you showed above. This widget is shown in one cell at Google spreadsheet integration:
