Hi my name is Molly, I created a form for participants to fill out before attending an event. I am trying to upload a the emergency policy file for them to review and agree to. where do I upload the actual pdf for them to look at. when I select insert file, it says "browse files" but does not let me select anything from my computer. it doesn't do anything.

You may attach a PDF file in your autoresponder email for your form users to receive.
Kindly check this guide:https://www.jotform.com/help/393-How-to-Attach-a-File-to-Autoresponder-Emails
However, you want your form users to review and agree the PDF document, you may add a licensing agreement widget.
Guide:https://www.jotform.com/help/76-Adding-a-License-Agreement-to-a-Form
Another way would be to embed the PDF file in the form using the PDF embedder widget.
Guide:https://www.jotform.com/help/153-How-to-Display-a-PDF-Document-on-Your-Form
Then add a required checkbox for your user to click if they accept the agreement.
Hope this information helps.
