There may be a restriction to use some scripts in google sites. Can we check your embedded form?

Indeed current embed option does not allow fullscreen. What is the method you have used to add a form?
Can you try the option I'm linking below?
How-to-Embed-Form-on-New-Google-Sites
I would suggest to pick iframe code when adding to 'embed' section of a site: Getting-the-Form-iFrame-Code
Please let us know how it goes for you.

Hello,
I have performed some tests with google sites. Unfortunately, I must admit that it is not possible to allow fullscreen when embedding to google sites. We provide such feature with our embed code and form, but google puts our embed codes into their own iframe. That iframe does have restrictions including fullscreen mode not being supported. I'm afraid we can not bypass this from our end.
You may try contacting google support to check if they have a solution for this.
