I upgraded my account and am still unable to create a new form. I need to do create immediately. Please help!!!

The storage plan only affects the Total Submission Storage and is only available for Free plan. What it is, is simply the same as Free plan except the Total Submission Storage is unlimited. So in this plan also you can create only 5 forms.
You may consider upgrading the account with the Bronze subscription.
