As per checking, you are under the Starter/Free plan as well. I was able to replicate the issue using my free account.

Hi,
We apologize for the inconvenience caused by this issue. In the Starter(Free) plan, you can only add one email recipient for the email notification.
There was a UI-related bug which caused this misunderstanding and our backend team has already fixed it.
To allow multiple recipients, you will have to upgrade your account. See guide below to know how.
