How can I have different people fill out different parts of the same form?

hey! I am designing forms for an animal rescue and would like the adoption process to be as user friendly as possible. For the adoption contract, for example, I need the rescue to fill out certain details (which will be different for each adoption) before it is sent to the adopter to finish filling out and sign. Is that possible at all? As a pdf document? So that the adopter doesn't have to first print the pre-filled pdf, finish filling it out, scan and email it back.
