I thought I did this by your instructions above but it's not working, the form is: https://form.jotform.com/62594194037158
I created an autoresponder, and under "Recipient Email" chose "Contact Email." Since this is a referral form, when Person A enters the email address of Person B in the Contact Email field, then hits Submit, Person B will receive an email, saying Person A referred them to our company. I hope this makes sense, am I missing something? Currently, the email address entered in the Contact Email field doesnt get an email when the form is submitted.

I checked your referral form and you seem to have set it up correctly. I cloned your form and sent a test submission there. I entered my email address in the Contact Email and submitted it. I was able to receive the autoresponder successfully.
Upon checking further, it looks like the email address that you used to test the autoresponder (firstname.lastname@example.org) was added in the bounce list. This is the reason why they did not receive the email.
I have now removed it from the bounce list so you should receive the next emails there successfully. You can also check on your end in case an address is in the bounce list by following this guide: How to Remove Your Email Address from Bounce List.
