Sometimes when I go to submit the form, it says one entry allowed.

    . And then sometimes when i go to submit it, it says one entry aloud, which doesn't make sense because it is the first submission. And then I can't submit.

    On which forms are you receiving the error? It seems like you have enabled the Unique Submissions feature, and it will depend on the option you have set up: https://www.jotform.com/help/64-How-to-Set-Unique-Submissions-on-a-Form

    If you have selected "Check cookies only", it won't allow you to submit the form from the same browser. If you have selected the "Check cookies and IP", it wont' allow you to submit the form if you are connected to the same network.

    Also, if you have restricted submissions based on a unique question, then it won't allow submitting if that entry already exist in your form submissions.
