I need two people to get the notification that the form has been submitted. Right now it only emails one person. I added another person and it still will not let me email two people.

You can simply set up another notification email on your form, and set that second person as the recipient of the new notification. Please see this guide for more details:
There is also an alternative way of sending the same notification to multiple recipients, and this is described here:
I would recommend the first option, of having a separate notification email for your second recipient, just in case there is any error in the future you'd have separate email history logs for these recipients and could see which recipient had the problem.
